The development of a scientific employee training system is crucial for the success of modern small and medium-sized enterprises (SMEs). However, many SMEs face challenges in effectively training their human resources staff. This article presents an empirical analysis of the efficiency of digital economy development in Huzhou using the DEA-BCC model and the Malmquist index model. The study covers the period from 2016 to 2021 and examines the utilization of digital economic resources in Huzhou from both static and dynamic efficiency perspectives. The results indicate that the input of digital economic resources in Huzhou has not been fully utilized in some years, and PTE is the main factor limiting the efficiency of digital economy development.
